In 2010, shortly after the previous BPCA administration chose Asphalt Green to manage the $55 Million community center on North End Avenue, various organizations enjoying monopolies for decades became threatened and pushed for a revision to the Memorandum of Understanding (MOU) between the BPCA and stakeholders using the ball fields. The revised MOU has gone unsigned by the BPCA for two years. Gayle Horwitz, former President of the BPCA, refused to sign the MOU shortly before her departure two weeks ago.
