Exclusive: BPCA was not properly insured against flooding of Asphalt Green. Milstein might be on the hook.

The BPCA board convened on December 4 to discuss, among other matters, the repairs required to various construction projects after the devastation of Superstorm Sandy. Recall, BPC was virtually unscathed by the damage, in stark contrast to the adjacent regions of Lower Manhattan.

The only damage to the Asphalt Green Community Center was some temporary flooding of the wood basketball court. The flooding lasted just a few hours during the high tide. The outdoor turf fields have some mild damage as well.

However, the repair process to the Asphalt Green facility and ballfields has been intentionally stalled since October 30. Meanwhile, facilities that were devastated nearby by the same level of flooding, such as The Palm restaurant and Bob Townley’s “Manhattan Youth” Downtown Community Center, have made great strides in repairing the damage. The Palm is back open, for example.

During the BPCA board meeting, the issues of the delays with Asphalt Green, and lack of completion of the modified contract negotiations, were not discussed until BatteryPark.TV asked the question. Chairman and CEO of BPCA, Mr. Dennis Mehiel, replied,
