The joint session of the full Manhattan Community Board 1 met at the new BMCC (just north of old Ground Zero) to discuss the new tax that is being floated by the Hudson River Park Trust to be in the form of a Neighborhood Improvement District (NID). The private residential buildings along the Hudson river, from Tribeca up to 59th street, would be asked to pay a tax to fund the upkeep and repairs of the park. We will have a full story soon, but in the video above are numerous irate Tribeca residents who all say that the NID popped up out of nowhere, with no public comment, and that a secret mystery resolution of the CB1 is being used by the HRPT to assert that there is community support for the NID. This type of maneuver is reminiscent of the secret MOU that opponents of Asphalt Green tried to sneak by the CB1, until BatteryPark.TV expose it.
