BatteryPark.TV previously reported on the recent Board meeting of the BPCA whereby one topic discussed was the approval of an increase in budget to Sam Schwartz Engineering to provide a staff of eight people to guide people across the West Side Highway at the dangerous intersection, such as West Thames and Albany Streets. During the meeting, board members were cynical that the $76,000 per crossing guard was worth it, and how much of that went to the middleman Sam Schwartz.
