The man who should have been the architect of the Obamacare exchanges in 2010 was the CMS Director, Don Berwick, MD. However, his appointment was doomed from the start and the senate never confirmed him. Likely distracted by his temporary status, Dr. Berwick oversaw the most disastrous implementation of a major piece of legislation, perhaps in the history of the country.
Unaware of the doom to come, we exclusively interviewed Dr. Berwick in his Cambridge offices, in 2012. At the time, he was gearing up to run for the governor of Massachusetts.
