May 7, 2013- Debra Simon runs the arts programs for Brookfield Properties and, year after year, selects bizarre outdoor exhibits. This year, they have steal cargo containers with garden plants on the walls. Of all the frivolous overreaches of Community Board 1 power, why are these outdoor exhibits not approved by the community?
