Graeme Birchall has been running the free kayaking services at Pier 26 for decades. For many years, he was displaced to Pier 40 until the new Pier 26 was constructed. They are back, and their new water-level platform is much nicer than the old one.
Of note, this group has nothing to do with the kayak-zealot who complained to the Coast Guard and now forces the ferry boats to blow their horns.
