December 9, 2013- The WTC towers will be mostly occupied by state and federal government agencies, it seems. Tower 4 will be the Port Authority. Now, The Post is reporting that Tower 1 (the tallest one) will be occupied by the US Army Corp of Engineers, the US Customs and Border Protection agency, and the federal General Services Administration. This is in stark contrast to the Brookfield Place, across the street, that will be all private sector retail, restaurants, finance and law firms.
