April 5, 2016- I noticed this and inquired. The green construction material is the temporary loading dock for truck deliveries. Trucks were supposed to get in through the Vehicle Screening Center on Liberty Street and drive around underground. Right now the route into One WTC is blocked by the temporary PATH entrance on Vesey Street.
