The HHS report released today called Wolves in White Coats. It is about transgender procedures and Medicare fraud.

I cannot explain how or why, but this report is a direct result of my work with CMS Director Oz and the DOJ.

Today, Vice President JD Vance, HHS Secretary Robert F. Kennedy Jr., and others made a video announcing the HHS report titled “Wolves in White Coats: How Doctors and Hospitals Pushed and Profited from the Fraud of ‘Gender Medicine.’”

The report describes how hospitals and clinics expanded experimental sex-rejecting interventions on minors, puberty blockers, cross-sex hormones, and surgeries, because these interventions created lifelong, high-revenue patients (per my FCA draft). Clinics became ideologically captured, and parents were frequently misled or pressured into irreversible treatments while underlying conditions went unaddressed.

A primary finding concerns systematic misuse of diagnostic codes. Providers regularly employed vague or inaccurate codes, particularly E34.9 (“Endocrine disorder, unspecified”) and precocious puberty codes applied to adolescents well past the appropriate clinical age, rather than accurate gender dysphoria codes (per my FCA draft complaint).

This practice enabled coverage by insurance and Medicaid for treatments that would otherwise have been denied.

Nationwide claims data covering 2015–2025 document approximately $50 million in puberty blockers billed under the endocrine codes for minors, along with additional millions under the mismatched precocious puberty codes for patients aged 13 to 17. (This number is way too low).

VP Vance and Sec Kennedy stated that the hospitals and clinics identified in the report have been referred to the Department of Justice and the HHS Office of Inspector General for possible federal law violations arising from these billing practices.

NYU Langone Medical Center is named multiple times in the report. In the appendix containing the claims analysis, NYU submitted claims for puberty blockers administered to minors under the flagged endocrine disorder codes.

Stay Tuned.
