At the March 27th CB1 meeting held at the WTC Tower 7, John Fratta led a discussion about the problem of a few bad dog owners who are using the small DeLury park as a dog sewer. Much like the Gateway Plaza “dog mafia” that pushed the BatteryPark.TV reporter last August, someone was reportedly slapped in the face when confronting a dog owner in DeLury Park.
