PEP offices still without phone lines, but why?

As a result of BP.TV’s story, the BPCA posted an update stating that a backup phone has been made available at (212) 417-3114

Almost two weeks after Hurricane Sandy, the park enforcement (PEP) office on West Thames is still unable to accept incoming calls at (212) 417-3100 or 3114. Therefore, residents can make no requests for services. Since BPC relies on the PEP for most policing functions, unlike the rest of the city, this would be like the NYPD having no 911 service. How is this possible?
