I made this same argument with the ferry boats. The most serious problem from these noisy tourist helicopters at the Seaport is the unhealthy diesel exhaust fumes that blow downwind toward the Seaport and Brooklyn Bridge. I was biking there and had to hold my breath.
This cannot be healthy for anyone living downwind from this Beijing-like air pollution. Therefore, The Howard Hughes corporation and other developers hoping to sell expensive condos nearby should be on board with the bill in City Council to ban these tourist helicopters.
