BatteryPark.TV has previously reported on the poor design and bad location choice for the West Thames “dog run” located at the base of 99 Battery Place, and near two other luxury high rises. At predictable times of the day, a few inconsiderate dog owners allow their beagle or blood hound to bark incessantly, awakening thousands of residents in those towers (most pets are well behaved).
