The inept Park Enforcement Patrol (PEP) officers are in the news again. The WSJ is reporting that crime in the city’s parks tripled in 2012. The article points out that there are only 100 PEP for all of the city parks. It is unclear whether that is including the 45 PEP assigned to our small parks in BPC. Either way, for the 45 well-paid PEP in Battery Park to not be patrolling all parks at all times is unacceptable.
There is no excuse for not having PEP officers overseeing the West Thames grass field, the dog runs, and the smaller Rector and Wagner parks at all times. Currently, PEP will respond when called for problems in those parks, but routine PEP presence is only found in the larger Rockefeller Park “Great lawn” and Teardrop park. Continue reading

As previously reported, the Gateway plaza Tenants Association convened a meeting last night to discuss the energy audits and what needs to be done to bring Gateway into the 21st Century of energy efficiency. The local advertising flier, The Broadsheet, published by Robert Simko who lives in Gateway, posted an online article about the meeting. BatteryPark.TV has previously exposed the scandal behind the attempt of CB1 member Jeff Galloway to draft an unwanted Memorandum of Understanding (MOU), and have it signed by the BPCA, which would have served to protect the special interests of Bob Townley’s nearby Manhattan Youth from competition from the new Asphalt Green community center. Recall, this MOU was never signed for more than two years by the Gayle Horwitz BPCA administration, and was thought to be dead when BPCA Chairman announced that he would not sign it. Then, in the wake of Hurricane Sandy, the proponents of the MOU thought that the crisis might represent an opportunity, and resubmitted a tamer version of the MOU. After BP.TV reporting, this latest MOU was never brought up as a resolution to be voted upon at the December 19th CB1 meeting and seemed to have a short life.
During multiple CB1 meetings, as all of the drama detailed above was taking place, the author of the MOU, Jeff Galloway, refused to show the document to the Battery Park City subcommittee of CB1. Therefore, BP.TV submitted a freedom of information request to CB1 to obtain the mystery MOU. The CB1 legal staff replied Continue reading
